Any viable tax reform package must severely limit the ability of Congress to use the tax code to play favorites.

The vast majority of the current tax code is made up of convoluted details that have been put there by both Democrats and Republicans, to give tax breaks to their big donors. A good tax reform plan would make it very difficult for Congress to use the tax code to play favorites.</description>
